Laws of nature
"Humanity has built up layers of expectation, fantasy and belief that make it impossible for you to contemplate the reality of life beyond your borders or to see that the Greater Community is an expression of nature on a vast and incomprehensible scale. Here the laws of nature still continue and still limit the movements and the behavior of races. Technology cannot overcome this completely."[2]

Laws in the Mental Environment
"The mental and physical environments are not the same. They operate on different levels of existence and follow different laws. They overlap tremendously, but you cannot take the principles of one and apply them to the other."[6]
"One of the laws in the mental environment is that concentration is power. This has a corollary in the physical environment where physical force is power. In the mental environment, it is concentration. An individual more concentrated than you will have a greater influence on you than you will have on him or her. A group or race more concentrated than you will have a greater influence on you than you will have on them. How true this is in the Greater Community. That is why advancing societies must learn something about the mental environment if they are to effectively compete, relate and deal with other races."[6]
"You would not be able to think clearly around a Greater Community presence. You would not be able to make your own decisions. You would not be able to discern the actions and motives of others. You would lose both your concentration and your composure in the presence of a more powerful and focused mind. This is not to say that you are deficient or stupid; it is simply to clarify an important law in life—stronger minds influence and dominate weaker minds, and their strength is a function of concentration and motivation.[7]
"If you are not free to follow Knowledge, then you are a slave to other forces. You can escape slavery, but you must exercise great strength and determination to do it. Laws and codes of conduct among races in the universe
"Your unity here gives you strength and gives you respect in the eyes of others. Other nations will be far less likely to try to persuade you through inappropriate means or even through means that are allowed within the laws of this region if they have to face a united and discerning race of beings."[9]
"In the Greater Community, there are societies that exist at every stage of evolution, and there are societies that have failed for every reason. There are societies at war. There are societies at peace. There are societies that trade. There are societies that do not trade. There are societies that belong to commercial guilds. There are societies that do not belong to commercial guilds. There are societies that travel in space. There are societies that do not travel in space. There are societies that are primitive. There are societies that have beginning technology, such as your own. And there are societies that have gone beyond the limits of technology into new kinds of education and development. There are societies that have been defeated. There are societies that have been victorious. There are societies that have gone into hiding. There are societies that search from star to star for a home. There are societies that are exclusively engaged in commerce. There are societies that are law-abiding and civil. There are societies which are not. There are societies that are physically strong, and there are societies which are not."[10]
"There are other constraints against warfare in the Greater Community. Most trading societies belong to large guilds that have established laws and codes of conduct for their members. These serve to constrain the activities of many who would seek to use force to gain access to other worlds and their proprietary resources. For warfare to break out on a large scale, many races would have to be involved, and this does not happen often. We understand that humanity is very warlike and conceives of conflict in the Greater Community in terms of warfare, but in reality you will find that this is not well tolerated and that other avenues of persuasion are employed in place of force."[11]
"Most societies in the Greater Community are not communities of Knowledge. They are communities of law. They require a very strict obedience, conformity, a highly regulated life for their members. You would find living in most of them to be quite intolerable."[12]
